The best way to check your WordPress website speed is by doing clean new WordPress install on your sub domain. If your clean installation is in the range of 0.5 seconds and less then you are on a good host. Other wise there are many factors that you should consider they are as follows:
- Your host is using old hardware.
- Your host oversold server space.
- Other websites in shared hosting are using high CPU and more resources than your website.
- Your shared hosting server is over crowded.
- Your host is not managing server properly.
If some of the above factors are true then even after optimizing your website and adding cache plugins will not make any difference, it will still be slow.
